Why This Exists
In disaster environments, organizations are forced to make rapid decisions about who to deploy with incomplete information. Unvetted volunteers — even well-meaning ones — can create additional risk in already dangerous situations. Technical environments require verified skills. Vulnerable survivors deserve verified responders.
Sentinel’s credentialing program exists to give organizations a verified, data-driven foundation for those decisions. We do not tell organizations who to deploy. We give them the information they need to make that call confidently and quickly.
Our system is built on FEMA NIMS/ICS role requirements — the same framework used by professional emergency management agencies — so credentialed volunteers integrate seamlessly into any unified command structure.

The decision is always yours — we just make sure you have the right information to make it.
How It Works
Every volunteer in the Sentinel Overwatch network completes the same four-stage credentialing process — no exceptions.
01 — Intake
Complete our secure volunteer application. We collect identity information, professional background, ICS/NIMS certifications you hold, travel availability, emergency contact, and consent for background check. All information is handled under our data governance policy.
02 — Background Check
Every volunteer is background checked through our vetted screening provider before any credentialing begins. Volunteers self-pay for the background check. A clear result proceeds to credential verification. A result that does not meet our standard stops the process. Protecting vulnerable people is non-negotiable.
03 — Credential Verification
Volunteers upload supporting documentation for all claimed certifications and training. Our team reviews and verifies each credential against NIMS/ICS role requirements. Unverified claims are flagged until documentation is provided.
04 — Active Status
Verified volunteers receive an active credential profile accessible to partner organizations in our network. Profiles include verified certifications, ICS role qualifications, professional background, and deployment history. Organizations access this data to inform — not replace — their own deployment decisions.
What We Verify
Identity & Background
Government ID verification and background check through our vetted screening provider. Every volunteer. No exceptions.
ICS/NIMS Certifications
ICS-100, 200, 300, 400, 700, 800 and additional NIMS certifications verified against supporting documentation. Role qualifications mapped automatically to our 85-role ICS database.
Professional Background
Civilian professional credentials — firefighter, EMT, law enforcement, military, medical, swift water, technical rescue, and more — verified and mapped to relevant response roles.
For Partner Organizations
Partner organizations access the Sentinel credentialing platform to verify volunteer credentials before deployment. Access is provided at no cost during our current phase of operations.
What partner organizations see for each volunteer:
- Verified identity and background check status
- ICS/NIMS certifications held and verification status
- Professional background and relevant skills
- ICS roles they qualify for based on verified credentials
- Deployment history within the Sentinel network
- Overall credential readiness status
What partner organizations do not see:
- Personal addresses or sensitive contact information
- Background check details beyond pass/fail status
- Any information the volunteer has not consented to share
The decision to deploy any volunteer always remains with the organization. Sentinel provides verified data to inform that decision — nothing more.
